The system is mostly available 24/7. The system does go down for a bit on Microsoft Patch Tuesday and once in a while to make complete backups. Backups generally take less than 15 minutes. Microsoft Patch Tuesday down time varies in length.
The system resides in Urbana, Illinois and runs on a home built Windows 2016 Server, Standard Edition. The sysetm has an Intel Core i7 running at 4 GHZ. The system is confugured with 32 GB of RAM and 2 SSDs. The PLATO/NovaNET system runs inside a Control Data CYBER 170 model 865 emulator written by Tom Hunter called Desktop Cyber Following is a note from Tom about the release being used:

version of CYBIS (PLATO) for Controlfreaks. It allows you
to run CYBIS on top of NOS on an emulated CDC CYBER 865.
This is for those who are interesteded to find out how
things work "under the hood" and how to operate and
adminster the system. Full sources are included.
I have written a detailed "Operation and Usage" manual
which will get you started.
